I have the honour to acknowledge the

receipt of your Secret Despatch of the 24th. September and to confirm my telegram of the 21st. November, which decoded

was as follows:-

"With reference to your Secret Despatch of Septem-

"-ber 24th. Executive Council concur with me that

"Barlow should not be retained in the Public Service of

"the Colony. Despatch follows by mail".

In accordance with Colonial Regulation

173 (4) I should have obtained your permission before communicating your Despatch to the Executive Council and I must express my regret that I omitted to do so. It happened that the two Unofficial Members were absent from the Colony,

and the Despatch has therefore only been seen by the Official Members. It was also my intention that the telegram above

recorded should be sent in cypher.

Mr. Barlow appears to have behaved in a manner that totally unfits him for the Public Service in any capacity and especially for a post in the Education Department I enclose a copy of a telegram which was addressed to the Crown Agents on 21st. October together with a copy of their reply. This telegram was sent because correspondence sent to Kr. Barlow was returned inscribed by a Mess Sergeant "dismiss- -ed from the service", and the fact that he had been guilty
